Visa to Russia

GENERAL INFORMATION

The following requirements are mandatory when submitting documents for visas through the Consular Section of the Russian Embassy in Lebanon.

Consideration of a visa application (questionnaire) begins upon submission by the applicant or his legal representative (as well as an authorized representative represented by a legal entity or an individual with the appropriate power of attorney) of a complete set of documents. The absence of one of the documents is grounds for refusal to consider and return the documents.

In some cases, the consulate may request additional documents or information in order to clarify the details of the documents provided and the planned trip to Russia.

The documents provided must meet the requirements established by the legislation of the Russian Federation. In the event of submission of falsified documents or questionnaires with knowingly false data, a visa will be denied. The Consular Section has the right not to inform the applicant of the reasons for the refusal. The visa fee is charged before the documents are considered and, in the event of a visa refusal, is not refunded.

For citizens of the EU and China, medical insurance is required for any visa category except diplomatic.

For citizens of other countries (not Lebanon), the package of documents must include a document confirming permission to reside in Lebanon for more than 180 days.

After receiving the documents and paying the consular fee, the applicant receives a receipt indicating the date of visa readiness. The receipt must be provided to receive the completed visa on the day of issue.

When receiving a visa, the applicant must check the correctness of the filling in of the relevant fields in the visa: last name, first name, travel dates, passport number, date of birth, etc. and, if necessary, immediately return the visa for amendments.

An issued visa cannot be changed or extended. If the travel dates have changed after the visa has been issued, it is necessary to re-apply for a visa and pay the consular fee again.

Regardless of the number of visas received, the total period of stay of a foreign citizen in the territory of the Russian Federation cannot exceed 90 days during each period of 180 days. This provision does not apply to foreigners entering on work, study visas, and visas for family members and close relatives.

A visa to the Russian Federation for citizens of a number of countries (Lebanon is NOT included in this list) can be issued based on an electronic invitation. An electronic invitation is a document issued by the Main Directorate for Migration of the Ministry of Internal Affairs of Russia or the Ministry of Foreign Affairs of the Russian Federation and sent to the Consulate (Consular Section of the Embassy of the Russian Federation) in the country and city in which the foreign citizen intends to apply for a visa.

A foreign citizen, having printed out an electronic version of this invitation sent to him by e-mail, can apply to the Consulate of Russia for a visa without the original document.

ATTENTION! If the electronic invitation was not sent to the Consular Section of the Russian Federation, but a copy of it is in the hands of the foreign citizen, documents for a visa will not be accepted until the Consulate receives the electronic version from the Main Directorate for Migration of the Ministry of Internal Affairs or the Ministry of Foreign Affairs of the Russian Federation.

Provision of a Russian visa is a preliminary consent to visit Russia.

The decision to allow a foreign citizen or stateless person to enter the territory of Russia is made by employees of the Russian Border Service at airports.

The reason for refusal of entry into the country may be the submission of forged documents, indicating false information in the questionnaire, providing false information about the purpose of visiting Russia, as well as other actions that contradict Russian legislation.

The Russian Federation launches an electronic visa from August 1, 2023.

Citizens of the following foreign countries, which list was approved by the order of the Government of the Russian Federation dated October 6, 2020 № 2571-r, can obtain a unified electronic visa:

An e-visa is issued upon the application of a foreign citizen who has submitted an electronic application on the specialized website of the Ministry of Foreign Affairs of the Russian Federation via https://electronic-visa.kdmid.ru or the mobile application available for download on the website.

An application for a unified e-visa should be submitted at least 4 calendar days before the arrival to the Russian Federation. The application shall be attached with a digital photo of the person and a scan of the data page of the machine-readable passport of the foreign citizen. There is no need for any other documents to obtain a unified e-visa. 

According to the current Russian legislation, this visa is fee paying.

A unified e-visa allows one-time entry to the Russian Federation and stay in the Russian Federation with a guest or business visit, as a tourist, as well as to participate in scientific, cultural, socio-political, economic, sports and establish appropriate relations and contacts.

The validity period of a unified e-visa is 60 days since the day of its issuing with the authorized period of stay of a foreign citizen to stay in the Russian Federation not more than 16 days since the day of entry to the territory of the Russian Federation.

Unified electronic visas are valid for entering the Russian Federation and leaving the Russian Federation by air, highway and ship transport, as well as without using vehicles only through checkpoints across the state border of the Russian Federation.

That list of checkpoints is available on the Ministry of Foreign Affairs of Russia's website for issuing unified e-visas via https://electronic-visa.kdmid.ru.

Transport companies can verify whether a foreign citizen has a valid unified e-visa on a special automated website of the Russian Ministry of Foreign Affairs via https://evisacheck.kdmid.ru. Russian and English translation is also available.

A private visa (single or double entry) is issued to foreign citizens entering the Russian Federation on a private (guest) visit for up to 90 days on the basis of an invitation to enter the Russian Federation, issued by a territorial body of the Ministry of Internal Affairs in accordance with the legislation of the Russian Federation at the request of a citizen of the Russian Federation or a foreign citizen who has received a residence permit in the Russian Federation, or a legal entity.

List of documents to be submitted PERSONALLY to obtain a visa:

1. A valid international passport and a photocopy of it (pages with personal data). The passport must have at least two blank pages intended for visas, its validity period must not expire earlier than 6 months from the visa expiration date.

2. A completed visa application (questionnaire). The visa application must be completed by a foreign citizen on the website visa.kdmid.ru in Russian or English. The answers to the questions in the visa application must be exhaustive. All fields in the visa application must be filled in. A printed copy of the visa application completed on the website must be signed by the foreign citizen personally, the signature must not be go beyond the field allocated for it on the application form.

3. A photograph measuring 3.5 x 4.5 cm. The photograph must be on a light background with a clear image of the face from the front, without tinted glasses and without a headdress (with the exception of foreign citizens for whom wearing a headdress is a mandatory attribute of their nationality or religion, provided that the foreign citizen is depicted wearing such a headdress in the photograph in the passport). The applicant pastes the photograph strictly within the frame in the field allocated for it on the application form (photograph space).

4. An invitation to enter the Russian Federation (a printed electronic invitation), issued in accordance with the current Russian legislation. An invitation to enter the Russian Federation is issued by the Ministry of Foreign Affairs of the Russian Federation (MFA RF), the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation (GUVM MVD RF) or its territorial bodies.

5. Holders of passports of EU member states must provide a medical insurance policy, which must be valid for the entire period of stay in the entire territory of the Russian Federation.

6. For foreign citizens residing in Lebanon, it is necessary to provide a document (and a photocopy of it) confirming permission to reside in Lebanon for more than 180 days (residence permit, etc.).

7. If a visa is issued for the purpose of obtaining a temporary residence permit in the Russian Federation, it is necessary to provide the Consular Section of the Embassy with the original written decision of the Ministry of Internal Affairs of Russia.

Provision of a Russian visa is a preliminary consent to visit Russia.

The decision to allow a foreign citizen or stateless person to enter the territory of Russia is made by employees of the Russian Border Service at airports.

Close relatives and family members of citizens of the Russian Federation (spouse, parents (adoptive parents), children (adopted), children's spouses, full and half siblings, grandfathers, grandmothers, grandchildren) can apply for a single/double entry visa valid for up to 90 days or a multiple entry visa for up to one year with the possibility of staying in Russia for the entire period of validity of the visa.

These visas do NOT require a close relative or family member to travel together with the Russian citizen who invited them to Russia.

Visas of this type of private visa are issued based on a decision by the head of the diplomatic mission upon a written application from a Russian citizen. The application must contain the following information: last name, first name, patronymic, date of birth, passport number, registration address or actual residence address of the Russian citizen, as well as last name, first name, date of birth, citizenship, gender, passport number, visa multiplicity, purpose of travel, requested period of entry, cities to be visited and the intended place of residence of the invited relative.

The application can be filled out in advance or at the consular section when submitting documents.

If the Russian citizen is in Lebanon, the above application must be submitted to the consular section by him in person.

If a Russian citizen is staying outside Lebanon, to obtain a visa for his close relative, he will need the original (or a high-quality copy) of the application certified by a notary in the territory of the Russian Federation or at the Russian Embassy in a third country. In this case, the set of documents is submitted to the consular section directly by the foreign relative without the presence of the Russian citizen.

List of documents to be submitted to obtain a visa:

1. A personal application from a citizen of the Russian Federation addressed to the Ambassador of the Russian Federation to the Lebanese Republic with a request to issue a close relative a single/double entry visa for up to 90 days or a multiple entry visa for up to one year.

2. A valid passport and a photocopy of it (pages with personal data) of the invited relative. The passport must have at least two blank pages intended for visas, its validity must not expire earlier than 6 months from the expiration date of the visa.

3. A completed visa application (questionnaire). The visa application form must be filled in by a foreign citizen on the website visa.kdmid.ru in Russian or English. The answers to the questions in the visa application form must be exhaustive. All fields in the visa application form must be filled in. The printed copy of the visa application form filled in on the website must be signed by the foreign citizen personally, the signature must not be must extend beyond the field allotted for it in the application form.

4. A photograph measuring 3.5 x 4.5 cm. The photograph must be on a light background with a clear frontal view of the face without tinted glasses or a headdress (except for foreign citizens for whom wearing a headdress is a mandatory attribute of their nationality or religion, provided that the foreign citizen is depicted wearing such a headdress in the photograph in the passport). The applicant must paste the photograph strictly within the frame into the field allotted for it in the application form (photograph space).

5. The original and a photocopy (pages with personal data) of a valid foreign/domestic passport of a citizen of the Russian Federation inviting his relative.

6. A photocopy of the domestic passport of a citizen of the Russian Federation (if available) (page spread with personal data and registration at the place of residence (if any)).

7. Original and copy

- marriage certificate (if the applicant applies for a visa for a spouse);

- birth/adoption certificates (if the applicant applies for a visa for children);

- other documents confirming kinship.

8. For a multiple-entry visa - a medical certificate of absence of HIV infection (not required for family members: spouses, parents, children).

If the documents specified in paragraph 7 are not of the Russian standard, they must be legalized by the Ministry of Foreign Affairs of the Lebanese Republic (or the country in which these documents were issued), translated into Russian, and also legalized by the Consular Section of the Russian Embassy in Lebanon.

For foreign citizens residing in Lebanon, it is necessary to provide a document (and a photocopy of it) confirming permission to reside in Lebanon for more than 180 days (residence permit, etc.).

If the invited foreign citizen holds a passport from one of the EU member states, it is necessary to provide a medical insurance policy: for single and double entry visas, the insurance must cover the entire period of stay in the Russian Federation, for multiple entry visas - the dates of the first trip.

The decision to allow a foreign citizen or stateless person to enter the territory of Russia is made by employees of the Russian Border Service at airports.

Visa processing time is 10 working days.

Cost: Single entry - $ 80 (visa processing time is 10 working days)

Double entry - $ 128 (visa processing time is 10 working days)

Multiple entry - $ 240 (visa processing time is 10 working days)

A single entry study visa is issued for up to 90 days to a foreign citizen entering the Russian Federation for the purpose of study.

Subsequent extension of the visa is carried out by the territorial body of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia (GUVM MVD) at the place of migration registration at the place of stay of the foreign citizen.

1. A valid foreign passport and its photocopy (pages with personal data). The passport must have at least two blank pages intended for visas, the validity period must not expire earlier than 1.5 years from the expiration date of the requested visa.

2. A completed visa application (questionnaire). The visa application must be filled in by a foreign citizen on the website visa.kdmid.ru in Russian or English. The answers to the questions of the visa application must be exhaustive. All fields in the visa application must be filled in. The printed copy of the visa application filled in on the website must be signed by the foreign citizen personally, the signature must not go beyond the field allocated for it on the application.

3. A photograph measuring 3.5 x 4.5 cm. The photograph must be on a light background with a clear full-face image without tinted glasses or a headdress (except for foreign citizens for whom wearing a headdress is a mandatory attribute of their nationality or religion, provided that the foreign citizen is depicted wearing such a headdress in the photograph in the passport). The applicant must paste the photograph strictly within the frame in the field designated for it on the application form (photograph space).

4. An invitation to enter the Russian Federation (a printed electronic invitation), issued in accordance with current Russian legislation. An invitation to enter the Russian Federation is issued by the Ministry of Foreign Affairs of the Russian Federation (MFA RF), the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation (GUVM MVD RF) or its territorial bodies.

5. A certificate of absence of HIV infection (the certificate is valid for 3 months).

6. For foreign citizens residing in Lebanon, it is necessary to provide a document (and a photocopy of it) confirming permission to reside in Lebanon for more than 180 days (residence permit, etc.).

A business visa is issued to a foreign citizen entering the Russian Federation for business purposes (business, negotiations).

A business visa (single or double entry) is issued to a foreign citizen entering the Russian Federation for business purposes for a period of up to 90 days on the basis of an invitation issued in accordance with the legislation of the Russian Federation at the request of a legal entity of the Russian Federation.

A business visa (multiple entry) is issued to a foreign citizen entering the Russian Federation for business purposes for a period of up to 1 year on the basis of an invitation issued in accordance with the legislation of the Russian Federation at the request of a legal entity of the Russian Federation.

A humanitarian visa is issued to a foreign citizen entering the Russian Federation for humanitarian purposes (sports, art, culture, religion).

A humanitarian visa (single or double entry) is issued to a foreign citizen entering the Russian Federation for humanitarian purposes for a period of up to 90 days on the basis of an invitation issued in accordance with the legislation of the Russian Federation at the request of a legal entity of the Russian Federation.

A humanitarian visa (multiple entry) is issued to a foreign citizen entering the Russian Federation for humanitarian purposes for a period of up to 1 year on the basis of an invitation issued in accordance with the legislation of the Russian Federation at the request of a legal entity.

A single entry work visa is issued for up to 90 days to a foreign citizen entering the Russian Federation for the purpose of carrying out work activities, with the possibility of subsequent extension of the visa by the territorial body of the Ministry of Internal Affairs of Russia at the place of registration for migration at the place of stay of the foreign citizen.

A multiple-entry work visa is issued for a period of up to 3 years to a foreign citizen who is a highly qualified specialist entering the Russian Federation for the purpose of carrying out work activities.

A work visa is issued only on the basis of an invitation issued by a territorial body of the Ministry of Internal Affairs of Russia in accordance with the legislation of the Russian Federation, at the request of the employer or customer of services.

The answers to the questions of the visa application must be exhaustive. All fields in the visa application must be filled in. An invitation to enter the Russian Federation is issued by the Ministry of Foreign Affairs of the Russian Federation (MFA RF), the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation (GUVM MVD RF) or its territorial bodies.

Transit visas are issued to foreign citizens or stateless persons for the purpose of transit through the territory of the Russian Federation.

The right to visa-free transit through Russian territory is enjoyed only by citizens of those countries with which the Russian Federation has agreements on visa-free travel or agreements providing for visa-free transit, as well as foreign citizens who make visa-free transit for up to 24 hours, provided that they are in the transit zone of a Russian airport before a connecting flight departing from the same airport.

In all other cases, foreign citizens must obtain transit visas, including transit for up to 24 hours if the connecting flight departs from another Russian airport.

A single-entry transit visa is issued to a foreign citizen for up to 3 days (in case of traveling by air) and for up to 10 days (in case of traveling by land) for the purpose of transit through the territory of the Russian Federation.

A double-entry transit visa is issued for up to 10 days. The validity period of a double-entry transit visa may not exceed one month, and the validity period of the visa may not exceed 10 days.

Attention!!! Foreign citizens of countries requiring visas in relation to Russia must have a transit visa for traveling to and from Minsk in transit through Sheremetyevo Airport.

The applicant must paste the photograph strictly within the frame in the field of the application form (photo space) designated for it.

4. Travel paid tickets valid for exiting the Russian Federation.

5. Entry visa to the destination country and its photocopy, or a passport of that country.

6. Holders of passports of EU member states must provide a medical insurance policy, which must be valid for the entire period of stay throughout the territory of the Russian Federation.

A tourist visa is issued to a foreign citizen entering the Russian Federation as a tourist for a period of up to 30 days, the visa can be single or double entry.

List of documents to be submitted for obtaining a visa:

1. A valid passport and its photocopy (pages with personal data). The passport must have at least two blank pages intended for visas, its validity period must not expire earlier than 6 months from the expiration date of the visa.

2. A completed visa application (questionnaire). The visa application must be filled out by a foreign citizen on the website visa.kdmid.ru in Russian or English. Answers to the questions in the visa application form must be exhaustive. All fields in the visa application form must be filled in. The printed copy of the visa application form filled in on the website must be signed by the foreign citizen personally; the signature must not go beyond the field of the application form designated for it.

3. A photograph measuring 3.5 x 4.5 cm. The photograph must be on a light background with a clear image of the face from the front, without tinted glasses and without a headdress (with the exception of foreign citizens for whom wearing a headdress is a mandatory attribute of their nationality or religion, provided that the foreign citizen is depicted wearing such a headdress in the photograph in the passport). The photograph must be pasted by the applicant strictly within the frame into the field of the application form designated for it (photograph space).

4. Confirmation and voucher(visa support),of acceptance of a foreign tourist by  Russians tour operators or hotels, information about which is contained in the Russian Unified Federal Register of Tour Operators (RTO). A hotel reservation (order) confirmation is NOT a basis for issuing a visa.

5. A document from the hotel confirming the booking for the whole period of stay and the full payment(receipts) for accommodation from Russian banks.

6. Paid tickets to and from Russia.

7. Holders of passports of EU member states must provide a medical insurance policy, which must be valid for the entire period of stay throughout the territory of the Russian Federation.

8. Foreign citizens residing in Lebanon must provide a document (and a photocopy of it) confirming permission to reside in Lebanon for more than 180 days (residence permit, etc.).

If a foreign citizen enters the Russian Federation with a new passport and a cancelled old passport with a valid Russian visa, Russian border authorities will not allow such a foreigner to cross the state border.

In this regard, it is necessary to transfer the visa from the old passport to the new one well in advance of the trip to Russia.

If the visa was originally issued in Lebanon, then a new visa is issued for the new passport while preserving all the details of the old visa: category, type, multiplicity, validity period, purpose of travel, etc. (except for the passport number).

It is possible to transfer a multiple-entry work and study visa, as well as a multiple-entry temporary residence visa issued by a territorial body of the Ministry of Internal Affairs of Russia. In these cases, a single-entry visa of the appropriate type is issued to the new passport for a period of one month, sufficient for entry into the Russian Federation and application to the territorial body of the Ministry of Internal Affairs of Russia for a new multiple-entry visa.
